Police seize weapons from IRBn jawan, apprehends shooter in 24 hours

NAHARLAGUN, Jul 14: The Arunachal Pradesh Police, Naharlagun unit has seized a major haul of weapons from one of their own while it cracked the shooting case that took place near Hotel Tossum at around 1.30 AM on Thursday within 24 hours of the incident.
The police arrested an IRBn jawan identified as Rima Tallong (26) from whom the arms and ammunitions were recovered and his accomplice Agam Langi (20) for their alleged involvement in the shooting case.
In a press briefing on Friday, Superintendent of Police, Dr A Koan informed that they found empty cartridge from a 9 mm pistol at the site of incident, which is used mostly by security forces. Consequently, the police team from Naharlagun, under the orders of the DGP and IGP made a search of arms and ammunition, and found that some rounds and weapons were missing from the Police Training Centre (PTC) at Banderdewa.
The Naharlagun unit police had spread out four units to arrest the alleged accused, under Investigation Officer SI Thumgon Tali and OC Inspector Nikom Riba, along with SIs G. Basar and SS Jha. All check nakas were also alerted to identify the scooter which was used by the alleged accused.
During investigation, the police narrowed down on Tallang, who was on regular sentry duty at PTC, and arrested the duo from their residences at Papu Nallah on Thursday night at around 11.30 PM.

The police suspect that as a sentry on guard, Tallang had access to the weapons.
"Some of his weapons, like the 12 bore rifle are ancestral and many are stolen, most probably from the PTC", the SP informed.
Reportedly, during interrogation, Tallang revealed that he had plans of taking revenge on someone. The police did not disclose who the target was. Tallang and Langi also had reportedly made plans to flee Itanagar.
Saying that it was a major catch, the SP also informed that Tallang will be dismissed from the department if found guilty and necessary action will be taken. He also lauded the efforts of the police team for making the breakthrough in a short time.
Tallang is a 4th IRBn 'D' Company jawan of the 2013 batch, posted in PTC Banderdewa, while his accomplice Langi works at a brick factory.
A case has been registered at Banderdewa Police Station under section 381 IPC and another at Naharlagun Police Station under section 341/323/307/34 IPC R/W Sec 27 of Arms Act.
On Thursday at around 1.30 AM, three youths were returning home in their car when a scooter with two riders started riding dangerously in front of their vehicle.
Reportedly, the youths overtook the scooter and were going ahead, when the scooter suddenly intercepted their vehicle and forced them to stop. A heated argument broke out, followed by a physical fight. One of the riders took out a pistol from the scooter's locker and indiscriminately started firing.Eight rounds were fired from the pistol, of which, six had hit the car.
The victims have been identified as Yowa Karde, Nikh Vicky and Aiseng Shayam. Karde has sustained a bullet injury in his left flank abdomen and is undergoing treatment at the Tomo Riba Institute of Health and Medical Sciences in Naharlagun.
Meanwhile, strongly condemning the July 13 firing incident near Hotel Tossum in Naharlagun, the Tagin Welfare Society (TWS) has in a representation to the Chief Secretary on Friday demanded that Rima Tallang, one of the accused in the incident, be immediately terminated from his job and awarded strict punishment as per the law.
Seeking proper investigation into the case to unearth the truth, the TWS further appealed to the state government to initiate steps to ensure security in the Capital Complex in view of the current deteriorating law and order situation.
Meanwhile, Durum Welfare Society (DWS) General Secretary, Nilly Likha Tabo has lauded the prompt action of the SP Capital and OC Naharlagun,which resulted in the arrest of the culprits involved in the firing incident and appealed to the authorities not to grant bail to the two accused and award them strict punishment under appropriate sections of the law.
The Society in a release on Friday last, further urged the law enforcing agencies to maintain strict vigilance in the Capital Complex to ensure a sense of safety amongst the denizens.
Power minister assures help to Arunachal; allocates Rs 10 crores as initial assistance
ITANAGAR, Jul 14: Union Power Minister Piyush Goyal has assured to provide all out support to the flood and landslide hit Arunachal Pradesh. He conveyed this to Chief Minister Pema Khandu in a telephonic conversation late Thursday evening.
Taking stock of the current situation in the state, the Power Minister informed the CM that he had already directed the CMDs of NHPC and NEEPCO to provide all possible assistance to the state in restoration works. Specific directives were issued to the PSUs to liaise with the state government and do whatever possible from their end.
As immediate help to the state government, the Union Minister earmarked Rs 10 crores as initial assistance. He has also directed the PGCIL to immediately look after the reported damages of the transmission lines in the state and make necessary arrangements for its restoration at the earliest.
Meanwhile, on the directives of the PMO, the state government had sent a report on the prevailing situation of the aftermath of flood and landslide occurrence in the entire state. Based on the report, the Minister of State, PMO and DoNER Jitendra Singh took an emergency meeting with the Ministry of Home Affairs and Disaster Management officials, which was also attended by state government representatives.
In the meeting, the Minister directed the concerned ministries to extend all possible assistance to Arunachal Pradesh. He gave specific directives to immediately release the SDR funds to the state to mitigate the situation.

In a complaint letter lodged with the Women Police Station of Itanagar on 5th July, 2017, the victim's mother alleged that when her daughter went to tuition classes on 2nd June, 2017 with her friends, the alleged accused Tani Jongkey, who also happens to be the father of her friends, offered to drop her home. When they reached outside the young girl's house, Tani Jongkey allegedly groped her and sexually assaulted her.
"My daughter locked herself in the bathroom for a very long time after coming home that day, until I banged the door" claimed the victim's mother, who said that she had no knowledge about the incident till then.
She also went on to claim that on June 19, 2017, the alleged accused forcibly gave her daughter Rs 100 with his phone number on it, which her daughter refused to accept. Her daughter later handed the money to someone else who was residing in Jongkey's residence.
Observing behavioural changes in her daughter, such as refusal to attend tuition classes, the victim's mother goaded her for her refusals when her daughter finally disclosed about the incident.
After learning of the incident, she stopped her daughter from attending tuition classes from June 26 onward, as she was in a state of shock.
She further claimed that on June 29, she mustered up courage to face the alleged accused. However, he avoided her. She later disclosed of the incident to the wife of the alleged accused. The victim's mother also claimed that the wife and a relative of the alleged accused asked for forgiveness and attempted to suppress the matter and also tried to negotiate with her.
"I refused any such offer and told her straightaway that I only want justice for my daughter," the mother added in her complaint letter.
She further claimed that there are other victims of the alleged accused, who are hesitant to complain due to his high social standing.
Meanwhile, The Arunachal Times was unable to contact Joint Commissioner Tani Jongkey to comment on the allegation.
Further, the Angnong Dune Society in a release on Friday expressed displeasure at the law enforcing authority for its inability to trace out and arrest the alleged accused, and demanded his immediate arrest.
Meanwhile, the Women Police Station Itanagar has confirmed that a case has been registered against the alleged accused. "The alleged accused has been absconding ever since a case has been registered against him. We are trying every possible way to arrest him at the earliest," the police said.
After receiving a letter from the victim's parents, the Arunachal Pradesh Station Commission for Women (APSCW) took serious note of the reported incident and asked the Capital Complex Superintendent of Police to nab the alleged accused as early as possible. Terming the incident very unfortunate, APSCW Chairperson Mitali Tingkhatra informed that the Commission is putting all efforts for early arrest of the alleged accused.

Floods and landslides triggered by incessant rain in the last couple of days have cut off large areas, including many district headquarters, in the state from the rest of the country.
Rijiju said, "Though the entire state has suffered and borne the brunt of rains and landslides which have damaged highways and roads, I have asked the authorities to restore the roads within a month."
Pema said that landslides triggered by heavy rains in the last one week have affected a large part of the state and authorities are working hard to restore roads and connectivity.
"Many areas, including Papum Pare district, have been affected by floods and landslides. Continuous rains and bad weather have been hampering efforts to improve the situation. Though some areas are yet to be visited, the government is working round the clock to help the people," the Chief Minister said.
"I thank the centre for all the help they have extended to the state government," he added.
On Thursday, the Centre had released Rs 51.48 crore to the state government under the State Disaster Response Fund.

DRDA staff set to launch pen down strike
ITANAGAR, Jul 14: Frustrated with the state government's inaction in addressing its long pending demands, the Arunachal Pradesh unit of All India DRDA Staff Welfare Association reiterated that it would launch its indefinite democratic movement in the form of pen and tool down strike from July 17.
The DRDA employees in the state have been demanding their immediate absorption in state government departments and regular disbursement and drawal of DRDA salary through Treasury bill in line with other government departments.
Meanwhile, the Lower Subansiri district unit of All India DRDA Staff Welfare Association, in an intimation letter to the Deputy Commissioner, informed about its decision to join the strike launched by the state body from July 17.

Longding DA reaches out to meritorious students
LONGDING, Jul 14: Students of JNV Tissa, Dalon Monwangham (75%), Puna Oppo (76%) and Kaling Modi (73%) have gotten admissions in the University of Delhi's B Com course following the Longding District Administration's efforts.
The students were able to apply for the admission with the help of the district administration as the Longding Deputy Commissioner had invited all students from JNV Tissa and counselled them to apply in the colleges of the University of Delhi, popularly known as Delhi University (DU).
Accordingly, Longding Circle Officer, Yutan Sunya filled the application forms online on behalf of interested students.

Centre hopeful of achieving ODF target

The Chief Minister urged the DW&S Secretary to support Information, Education and Communication (IEC) in the state that would be aimed at achieving ODF target. He also urged for fund support through CSR component from PSUs, on which the Secretary assured to conduct a meeting within two weeks, comprising of DoNER Minister, MoS Home Minister, NHPC CMD and state Minister for PHED.
The Secretary informed that if the PHE Department can perform well then it can avail more funds from the centre beyond its earmarked allocation. He also assured to help the state avail multilateral fund for successful implementation of Swachh Bharat Mission in the state.
To provide technical and management support for achieving ODF, the Secretary assured to depute 'Preraks' in all districts, who will work with the deputy commissioners.
Currently, eight districts have 'Preraks', who are professionals deputed under the Swachh Bharat Mission and Tata Trusts to eliminate ODF in rural India.
The Secretary requested the CM for revised baseline data on insanitary and defunct latrines to convert it into sanitary latrines through funds from CSR component.
PHED Minister Bamang Felix informed that under the CM's Swachh Mission, the state government has enhanced the fund for Individual House Hold Latrine (IHHL) from Rs 12,000 to Rs 20,000 per unit. The increase of fund for IHHL has enabled people to construct decent toilets, he added. (CMO)

Relief materials distributed to landslide victims
ITANAGAR, Jul 14: The All Nyishi Students' Union (ANSU), led by its Vice President, Tana Sushil Tara on Wednesday visited the landslide victims of Laptap village under Sagalee circle and extended relief materials to the victim's family members.
Members of ANSU also supported the NDRF in the rescue operation on the spot.
The union further extended heartfelt condolences to the bereaved family and prayed for the eternal peace of the departed soul.
Church leaders of APCRCC, APCRCWW, APCRCYW and PPDCRCC also visited Laptap village and distributed some relief items to the families of the victims.

NABARD conducts RIDF sensitization workshop
ITANAGAR, Jul 14: Deputy Chief Minister Chowna Mein said that the provision of state share for NABARD funded schemes will be kept in the state budget from next year onward.
Addressing senior government officials in a sensitization workshop on 'Rural Infrastructure Development Fund' (RIDF), conducted by NABARD, Arunachal Pradesh Regional Office, Itanagar on Friday, Mein asked the Secretary Planning to move the file to release the state share in respect of all RIDF projects.
Mein said that he will discuss the matter regarding speedy submission of DPRs with the Chief Minister on priority so that the implementations of works are not delayed as the state has short working season.
He stressed the need for strengthening monitoring system and checking misutilization of funds under RIDF and duplicity in projects and schemes.
Outlining the importance of agriculture and allied sectors in bringing economic development of the people of the state, he urged the NABARD to increase allocation under agriculture and allied sectors as it received only a meager allocation of 0.6 percent.
He asked the Agriculture Department to gear up and prepare a roadmap and avail maximum benefit under RIDF by submitting proposals on irrigation projects for enhancing the production of agricultural crops. Further, he urged all the departments to come up with innovative proposals for inclusion in next year's budget.

She explained the importance of trees in maintaining ecosystem, reducing global warming, tackling air pollution and soil conservation. The RFO also encouraged students and public to carry out plantation drives in large scale to restore declining forest covers.
Informing that Nari Range Office has grown adequate seedlings for free distribution, the RFO urged women SHGs, NGOs, government employees and local villagers to collect saplings for plantation.

30 new born girls enrolled under Dulari Kanya Scheme
TEZU, Jul 14: Thirty new born girls were enrolled under the Dulari Kanya Scheme at a programme held at Amik Ringya Hall, Tezu on Friday.
The infant girls enrolled for the scheme were from Tezu town, Tafragam, Khoraliang, Teluliang, Gohain Gaon, Loiliang, Bazaar area and Huseliang .
Lohit District Deputy Commissioner, Danish Ashraf has strictly instructed the ICDS Department of the district for proper implementation of the noble scheme.
The ICDS Department at the instruction of the DC had earlier circulated letters to all HoDs of the district for proper dissemination of the scheme in various offices and its staff.
Also, PRI members, gaon burahs and bazaar secretaries have been informed about the scheme to disseminate the information to the parents of newly born girls under their jurisdiction and area.

Dulari Kanya Scheme is a State Sector Scheme introduced from the current financial
year 2017-
The scheme aims to provide financial assistance to an amount of Rs 20, 000 to a girl child (1st or 2nd born) born in government or government approved hospitals or institutions to celebrate the birth of a girl child and enable her to pursue higher education after 18 years of age.
The scheme aims to prevent child marriage and also to encourage institutional deliveries in the state.
The scheme is applicable for all girls born on or after April 3, 2017 to all Arunachal Pradesh Scheduled Tribes and other residents of Arunachal Pradesh who have lived in the state for five years continuously. (DIPRO)

30 days ultimatum served to CM
ITANAGAR, Jul 14: The All Arunachal Pradesh Youth Forum (AAPYF) and Papum Pare district unit of the AAPYF has served a 30 days ultimatum to the Chief Minister, demanding immediate eviction and cancellation of land allotment against people belonging to Deori tribe and threatened to resort to legal and democratic action in case its demands are not met within stipulated time.

It claimed that as per the Supreme Court order, land cannot be allotted to people belonging to Deori tribe in Arunachal Pradesh as per the Constitution Schedule Tribe Order 1950, 1951 and Schedule Castes, Schedule Tribe Order Amendment on October2002, as Deori tribe is not listed in APST.
Meanwhile, the Deori Tribal Welfare Association (DTWA) has strongly objected to the recent statement of the AAPYF published in various local dailies,wherein it sought cancellation of land allotment to Deoris residing in Arunachal and demanded an apology from the Forum.
Terming the statement as inflammatory and politically motivated, the Association in a release on Thursday stated that the Deoris have been living in Arunachal before independence and Ahom Raj in the undivided Assam which includes present Arunachal Pradesh.
'The AAPYF should study the Supreme Court order before blaming the country's highest judicial institute', it added.
Labour union seeks early release of relief materials
ITANAGAR, Jul 14: In a memorandum submitted to the Chief Minister on Thursday, the All Arunachal Pradesh Labour Union (AAPLU) has sought immediate release of relief materials through Arunachal Pradesh Building & Other Construction Workers' Welfare Board (APB&OCWWB) by organizing awareness camps at the landslide and flood affected areas of various districts across the state.
While stating that most of the landslide affected persons belong to the labour community, the union stressed on the need for organizing such campaigns and providing immediate relief to the affected persons.
'There is immediate need for giving special instruction to the department or board concerned for organizing the awareness campaign for distribution of relief materials to the flood affected people across the state', the AAPLU stated.
Abo Tani Clan Organization to drop its
demands following DCM's assurance
ITANAGAR, Jul 13: The Abo Tani Clan Organization (ATCO) on Thursday last, decided to drop its three demands following a meeting with Deputy Chief Minister, Chowna Mein on July 11, wherein the DCM assured to look into their demands.
Addressing reporters at the Arunachal Press Club here, ATCO Chief Advisor, Taba Taku informed that other than their demand for creation of Abotani Tradition and Culture Department, they are satisfied with the government and will suspend its three demands.
Informing that the state government has already initiated the administrative process for creation of Abotani Tradition and Culture Department, he said that the ATCO will follow the process of creation for its early establishment.

have already been enhanced by the state government during late Kalikho Pul's government,

Tagok Nilling Memorial Volleyball Tournament

DAPORIJO, Jul 14: The Neba Volleyball Team won the first Tagok Nilling Memorial Volleyball Tournament, defeating Tamu Tadu team in the final played at Government Higher Secondary School playground here on Thursday.
Local MLA Dikto Yekar and Superintendent of Police Taru Gusar witnessed the final match to encourage the players.
Dikto highlighted the importance of games and sports in day to day life.
The tournament was organized by the All Nilling Youth Association.

DAPORIJO, Jul 14: Contributing to Swachh Bharat Mission that aims to eradicate open defecation by 2019, the Spearhead Gunners of the Indian Army have constructed two toilet blocks for the villagers of TCC in Upper Subansiri district under Operation Samaritan.
The care of the toilet blocks was handed over to Political Interpreter of Lemeking Circle, Tapor Baki in presence of the local populace, who thanked the army for shouldering its social responsibility to the nation with pride and zeal as well as providing such a facility.
It was reiterated that indoor toilets are an essential part in a community's social infrastructure and the society must emulate to bring an end to defecation in the open.

Relief sought for Upper Hill Top Colony
ITANAGAR, Jul 14: Claiming that about 15 families have been rendered homeless due to rain triggered landslide at Upper Hill Top Colony here on July 10 last, Hill Top Colony Welfare Committee (HTCWC) President, Karsang Tallar has in a release on Friday strongly appealed to the concern authority to assess the damages caused and provide financial assistance to the affected families at the earliest.
English language and phonetics training for teacher
ITANAGAR, Jul 14: A two days training in English language and phonetics was organized by the Holy Cross School for its teachers, in collaboration with the Don Bosco Youth Centre.
The training, attended by 24 teachers was a mix of theoretical and practical sessions by resource persons,Father Cyriac SDB and Manjuna Sangma from DBYC, Itanagar.
In the course of the training, the teachers were lead through a series of theoretical and practical sessions on English grammar, reading and writing skills and phonetics.
In addition, the teachers also participated in phonetic drills in sharpening pronunciation and reading skills.
Earlier, Sr Annie, the Principal of Holy Cross School, spoke of the objective of the school in organizing such trainings and said that language skills are one of the most important skills needed for effective teaching.
